Here’s the response from the plugin’s developer:
“Some servers have a cache system which can’t be purged from WordPress.
Same with the Cloudflare. If you use Cloudflare.com you need to purge the cache for some CSS.”

I’m encountering the exact same issue. I did disable all plugins as well but to no effect. It’s as if the front end is ignoring all settings from the backend. My site is hosted on GANDI (Simple Hosting) / PHP 7.3 / MySQL 5.6.
