One pic with writing/ static

Hello Team,
I want to place one picture at the start of the page. Static, with a word or sentence in it. Over the whole width of the page. Writing should be visible without hovering over it with the mouse. (have it on No in the settings). I do not want a slide show.
How do I manage that?
