Hi, my tax office is asking me to provide them with your certificate of residence in order to avoid double tax payments with Poland. How may I receive such a formal document at the moment of ordering and paying for the product, not later than with the date of issuing your invoice?

Please contact Envato support team. Since purchase processes are managed by them, they should provide you such information. We sell our themes through ThemeForest/Envato and provide support for our themes. Processes such as download, purchase and refund etc. are managed only by Envato :)

There are a number of reasons why they might be doing this, a couple are;
Some countries, such as Poland, require buyers to submit certain tax information that includes information around where they have purchased from, and how much they paid
Some companies, such as US companies, may have a code of business conduct that require proper certification from you as to your tax residency status
