issue with border on hover

Hi guys! Hope you all had a great weekend!

I was wondering if I could get some help with a custom fullscreen menu I created. If you click on the hamburger icon and hover over the li items, whenever the hover effect with the border appears the li a links start to jump around, is there a way to make it so they don’t move around like this? I tried absolutely positioning them but they still move around on hover.
