Have you tried using this html code in a text block? just make sure you are using the text and not the visual tab:
<span data-avia-tooltip="I'm a tooltip!">Warning... Tooltip behind!</span>or you might want to use tooltip plugins such as: https://wordpress.org/plugins/simple-tooltips/
