sticky posts and order categories

Hi guys,
i need your help with 2 issues in my website: http://www.agenziagiornalisticaopinione.it/

1.Article Manager:
On the homepage i have and i always want 3 posts on top and other 10 on bottom displayed differently between them.
The first 3 can be the last inserted (for dates) or to post sticky but if i set posts as a sticky, they are added and do not replace those present.

So my question is: Is it possible to have always only 3 posts ?

2. Order Categories:
For every article i have displayed the categories but they are not in taxonomy order.
I installed the “Category Order and Taxonomy Terms Order” plugin but the order is still wrong.
You can check it in every posts that the order under the Title is different from the breadcrumb order.

So my question is: How can i do to fix it or can you suggest me any other post in the forum that i can follow-up ?

3 Extra question (not an issue):
Is it possible change the category display in the edit post ?
