I have installed the newest woocommerce and the newest enfold.
one version earlier in woocommerce when i was putting products in my basket it will say sending costs 3.99 and above 20,- of products no sending costs. When i have products for 10,- and upgrade to products for 22,- euro i wont switch to free shipping costs. Before the update it did. Is this a woocommerce problem or an enfold problem?

It is related to WooCommerce settings. Please check the shipping settings in WooCommerce plugin or use a plugin to manage the table rate shipping cost like https://wordpress.org/plugins/table-rate-shipping-for-woocommerce/
