Advanced Layout Editor-Button missing

Hello,
i created a new user with the following role: Editor.
When this user open Edit Page, there is no usual blue button named “Advanced Layout Editor”.
Example: https://ibin.co/2r4uc2W64SSU.png
How to enable this button?
