Dynamic Logo Link

Hello
I would like to make my logo link dynamic, I found where I can do this from this article. It doesn’t appear to work with the child theme?

I could not get anything to work in a child theme with framework>php . I don’t think wordpress scans that folder to build out the theme and will always use the parent theme framework folder? My question is more about the includes and framework and other folders that will not allow child theme files.

Which ones can I modify in the child theme scenario.
