    I enable the option on general setting/discussion, I then enable the particular post screen option, then check off allow comments for discussion on the bottom of the post editor page.

    The comment section is still not enabled.

    You have following code in Quick CSS field 

    .comment-entry {
    display: none;
}

    Please remove it :)
