Image with hotspots

Hi,

I am trying to create a simple map with hotspots on it and for some reason no matter what position I drag the circle to it always goes to the top left. I have also tried to edit the colors and make them blank instead of numbered and they won’t update. Do you think its a simple matter of deleting my cache? or is there some deeper coding that I need to look into? If there’s anything you can help me with that would be great. I am not as good with some of the technical coding issues so if you could explain in steps that would be helpful.
