Glitchy color section image on button hover

I’m managing a site that’s having color section background display issues.

If I put my cursor on the lobster image lined up above the “View Menu” button and then scroll down when the cursor hits the “View Menu” button the image jumps. More scrolling and hovering leads to the image getting all chopped up. The image fixes itself when you scroll all the way to the top and hover over the button. I’ve checked my JS to make sure nothing is interfering. And the image is set to fixed. So I don’t know why it’s behaving this way. Any ideas?
