WC multistep checkout anchors

Hello support staff. I have installed a plugin that splits the checkout process in steps. It works fine, but I have a problem with the scrolling (transition) enforced by Enfold. I contacted the plugin author and he mentions this is rather a theme issue (indeed, I have looked at the plugin demo and it works as expected). Let me describe the problem.

On top of the chekcout page there is a horizontal steps bar. When moving to next step, the page scrolls down below the steps bar (and before the WC options). I would like the anchor to go before the steps bar (to be able to see in which step we are now).

I would appreciate some help on this.
