In addition to the responsive versions of our website (which is large and somewhat archival) using the Enfold theme, we would like to develop a limited function mobile app. Do you have any recommendations on plugins that would be helpful? We are looking at WP Webapp, but it hasn’t been updated recently. This is a church site, so limited funds and personnel.

We don’t have any recommendations for something like that right now. It depends on what you are looking for in the “app”, its functions, capabilities etc.
Asking on the general WordPress forums might get you better results or maybe try a consultation with a Web Dev studio or with a freelance developer at Codeable.io
