Fixed Header Issue

I toggled the fixed header on and then off. My homepage header is normal, but my other pages are still fixed. I cleared cache in the browser. I also am using links/anchors on the home page which go to interior pages. When you click in the link, it will not take you to the anchor that is at the top of the page content.
