there are 2 colour sections – the lower one shows black background on larger screens but does not appear as a black background on smaller screens like iPhone or iPads (in Chrome or Safari)
I have even added a black image background to the the lower one but it still doers not display
any suggestions?

We cannot reproduce the issue on our end. The background of the section with the title “Online Video Classes” is black both on desktop and mobile view. Would you mind providing a screenshot of the issue? You can use imgur, savvyify or dropbox for the screenshot.

PS – I just made the text grey so at least it can be seen for time being

Thanks for the link to your site and for your patience, I tested your site on live.browserstack.com with an iPad and found that a caching file was loaded on the iPad /wp-content/cache/wpfc-minified/ei72tobt/hgh43.css I cleared your cache plugin and then the black background color was showing, please see the screenshots in the Private Content area for two devices tested on.
Please clear your browser cache and check.
Please note that testing with iPads & iPhones can be hard to clear the cache, often you need to also clear the history to fully purge the cache, following these steps for Safari and note Step 4 where you will Clear the History.
