Custom Error 404 Page – non functional

I am using your 404 page included with the demo import.

• I disabled ALL plugins.
• I cleared server cache.
• I cleared my browsers cache and tried 4 different browsers.
• I attempted to connect on a different WIFI network: although this should not be a factor.

Custom Error 404 Page: I attempted “display selected page without redirect (preferred)” AND “redirect to selected page”

Again, I cleared server cache, browser cache and disabled ALL plugins while testing all settings. AND I tried to set the 404 page to another page then saved then changed it back to the 404 page and saved to see if that would resolve.
