Theme Options Menu Gone: Deactivating Plugins and Updating Theme Doesn't Help

So one of the sites I work on now doesn’t show the Them Options menu no matter what I try. We discovered this only after we went into the site because we discovered the mobile menu is not functioning fully. Thus, I went in to check the settings and it isn’t working! We have also been having trouble with the Avia layout builder.

So we’re working on a backup copy to troubleshoot. Deactivating all plugins, purging cache had no effect. Updating the theme manually had no effect.

Is this theme just doomed with the new WordPress updates?!? I’ve had nothing but trouble on multiple Enfold sites in the last few months. Dreadful
