Hi. I was wondering if in the Enfold theme you all had a post type (i.e. gallery) where I would be in complete control of the url. Meaning it is a complete URL and not a slug. I would like to add backlinks for government sites like (irs.gov, sba.gov, treasury.gov) with images and text. If so, please point me to some documentation on how to do that.

I am not really sure if i understood your question clearly. If you would like to add images to your page and link them to external URLs you can easily do so in Image element options. You can also adjust links on portfolio elements by referring to this post – https://kriesi.at/documentation/enfold/portfolio-grid/#open-external-links-when-a-portfolio-image-is-clicked.
If that does not help, please elaborate so we can give you more accurate answer :)
