Top Bar different color on mobile

I cannot figure this out, but the top bar above main menu I have set to a bright blue with white text. But, on mobile it is showing with orange background with orange text so you can’t read it. It does not show incorrrectly on browser based mobile testers, but actual phones, we have tested on android and iphone and both show orange bar when it should be blue. Not sure if I have some conflicting CSS but cannot locate it.
