I don’t need to have separate theme configurations for every language on my website. How can I disable configuration translation when using WPML? Currently it’s pain in the ass because when ever I want to make some changes to the configuration I have to manually sync those changes for every language.

This has not been implemented, you need to update theme options for all languages. Please have a look here:
