changing space above/below h2 or p

You see how the hr above each increment is further than one below it?

I need the space to be the same between the text and the horizontal rules

Ideally I would like to remove some space above line like the one which starts with “clever and…

or add space below the h2 tag

I’ve tried various css that works with a wp default theme but are being overriden here somehow.
