wordpress template/theme design

My client requires a WordPress Template from the scratch designed according to an existing draft.

It’s a news portal that requires a frontend where authors can enter their articles. This input screen needs the same options they can choose from as in the backend. Additionally when they upload images they need check the copyright agreement as well enter an ALT-value and description for the webpage

The portal is built for 3 different languages (WPML compatible).

Structure: 2 Column-Design
Sections: in the front page the articles need to be feeded in a chronological order. Some categories need a different background color.
The page requires a hamburgermenu no matter what screensize it uses. The logo is displayed right hand and is stretched through out the website

Website needs to be able to switch from boxed content to full width

Main Column:

Header-Top:
Menü to -> Button: English Content, Search field, Button: German News, Button: Austrian News

Header: (The article in header has to be manually set to an article)
Larger Picture (covers the whole column) with date and category beneath it.
The article is built:
– Tag (h4-h4)
– Title (h1-h2)
Short text with “more”-link
suggested articles

Section 1: (The articles showing up here need to be in a chronological order)
2 colums with images and category and date on top of them
– Tag
– Title

Side-Column: This column are widgets only

Formated Widget: shows an Image and underneath it articles related to a specific category.
– date
– location (vienna, graz etc): Title

Image-Widget
Image with title on top of it that redirects to a video or an article
