I am currently finishing a site for a customer who wants some advanced layout features implemented. I tried to build them using hotspots. They want a site in 4 languages as in the private link.

The white text is in the background bitmap and it causes me headaches. When a text changes i can only change the bitmap. For the customer it becomes almost impossible to maintain these pages.

I think the solution is in hotspots (but I am not sure). Can I ‘overlay the white text on a background image and make it clickable. Exactly in the black square and make it clickable? With a fully transparent hotspot?

The layout that you are trying to create is quite complex, the black boxes differ in sizes and their position are quite random. You might be able to achieve that with the hotspot element but it requires you to trace or inspect each hotspots in order to create the correct css so that you can change their size and position.
The css nth child selector may come in handy when you need to adjust a specific element.
