Format issues

My site began hiding every element and saying “admin notice….”. I changed the performance settings to Always load all elements. It did show elements, but they are not displaying correctly. They aren’t centered, colors are off, sub-menu is showing as a list instead of a menu, etc. When I go to edit a page, it shows correctly, so I don’t understand why it isn’t displaying properly on the website.
