Anchor points for layer slider in a one page scrolling site

Hi there I need to find out how to create an anchor point for when a viewer scrolls with a mouse.
The links work fine with a “On click action” But will need an anchor for scrolling.
When you scroll it flies through the site to the end and to not each section.
Also is there a way to create a “Up arrow” to go back to the previous slide?
