Longshot: dismiss cookie notice upon scrolling "x" pixels

I am nearly done getting things all dialed in. I have been using the Cookie Notice plugin by dFactory. I works fine and has a cool feature that can be selected where you can have the privacy message dismissed upon scrolling 100 pixels (you can set the pixels). I REALLY like that feature, and think a lot of users appreciate it as well.

Trouble is, it’s a plugin and I’d like to minimize these, and it doesn’t have the shortcode features y’all have. I don’t know if it’s an easy thing to add to y’all’s feature? I’m going to start poking around their code to see if I can pick out what it is that makes that happen, but if y’all know off hand how to do that, I’d be grateful. Not a deal breaker though.

I am leaving theirs on my site for now should you like to see what I am talking about.
