WordPress Admin Pannel "Page/Post" Edit Pages Not Loading

Hello,
I can’t figure out what is causing the “Pages” and “Post” sections in the WordPress Admin Panel (when either creating or editing an existing Page or Post) to ALWAYS pin wheel (i.e.,not fully load which means I can’t edit anything…or see anything for that matter). I finally figured out that if I FIRST hit the “Screen Options” drop down button at the top right of the WordPress Admin Panel page and THEN hit refresh everything will load correctly on the page upon refresh…BUT this is not right and is something I would like not to do every time I go to edit a page/post. Please help!

FYI, I have increased my limits to the figures below;
WP LIMITS:
WP_MEMORY_LIMIT’, ‘256M’

PHP LIMITS:
max_execution_time = 300
max_input_time = 300
max_input_vars = 1500
memory_limit = 128M
post_max_size = 32M
upload_max_filesize = 32M
