    Is there a way to create a single page that exists (an can be accessed) from outside the One Page setup? For example, I would like to have my One Page site set up on the main URL, but then I would like a separate page at it’s own URL i.e. http://www.URL.com/page. This page would only be accessible when you type in the the exact URL into the browser.

    I created a page with it’s own URL, but I get a 404 error when I try to access it.

    Yes, that is the default way that the theme and WordPress in general works. If you are getting 404 however its either an incorrect page name or your permalink settings are having an issue.

    You can try the troubleshooting tips for permalinks here: http://codex.wordpress.org/Using_Permalinks#Fixing_Permalink_Problems

    If you set to default for instance and it works without issue on the secondary page then the troubleshooting steps should help.
