Enfold uses Advanced Layout Builder ( you can check out how it works here – https://vimeo.com/64927358 please note that currently there are many more elements on ALB and we are adding new ones with major updates).

You can simply go to Enfold theme options > General Layout and set your layout to boxed and then go to Enfold theme options > General Layout > Dimensions and set container width to 1200px.

I am not really sure about 100% header. Can you please post a screenshot and show how you want it to look? You can upload your screenshots on imgur.com or Dropbox public folder and post the links here
