2- It is possible but you are going to need to hire a freelance developer on Envato Studio or Codeable for that kind of customization as it is beyond the scope of support we can provide. You can also request quote from WerkPress.

1- functions.php is the correct file
2- Yes it is
3- You should set correct permission. Please see – http://codex.wordpress.org/Changing_File_Permissions
You can contact your service provider and they can do it for you. You can connect and edit the file via FTP as well.

0,0,255 here is RGB value of the color and 0.25 is opacity level
