Category page layout is different from the blog page layout, they use different templates.

This is how it works, they are not swipeable, you have to tap on them and they will slide. The tab content, however, is swipeable and so users can swipe tabs, not the tab titles.

Yes, you assume correct, and if you modify the post slider to look the way you need, if your client decides to use it elsewhere the changes will be there too. Something to keep in mind.
