You can make a simple table with the html and paste it in the text block that will be shown only on mobile using the screen options.
Or you can try using this css:

I see you have the link to all other posts at the bottom, this way your visitors can read other posts. There is no other element in Enfold with such a layout, unfortunately. Also, if the new post is available, you’ll need to redo the whole page, which is not very convenient.
You might want to consider the Masonry or the post grid for the blog page as they are more suited for the use case.

No, the code in the functions.php will not work here, you need to work with the code that renders the Advanced Layout Builder page which is /enfold/template-builder.php.

You need to add JavaScript that will change the header position on a mobile one a user scrolled. Or look for a plugin that helps you to change the menu position on mobile.

Yes, you can create custom templates for more dynamic stuff, but you need to be a WordPress dev to be able to do it.

Well, the theme does not have such an option. There are plugins out there that allow images lazy loading, but Enfold does not work that well with them yet. The gallery seems to load faster because there are many small images loading and the slider image is quite big and so it loads longer. Also, on the next load, a browser will most probably cache the images and will serve everything faster.

The ipad still does not support fixed background images, this is why you’re getting what you’re observing. You need to set them to scroll on mobile.

Thank you for clarifying. The info has to be still saved in the cookie saying that the user opted out of everything, that is why the file is there.
Here is the code you can put in Enfold > General Styling > Quick Css, if it does not work, put into themes/enfold/css/custom.css
